Counted by where the custodian sits, which is not always the owner's country (TIC FAQ 7), so financial centers such as Belgium, Luxembourg, the Cayman Islands and the United Kingdom hold for others. Monthly, released about six weeks after the month ends at 4 p.m. Washington time; each value is stamped with its first release.
